"We continue to face a difficult crisis, but there are signs of hope that cannot be ignored," stressed Miguel Pinto Luz in his initial intervention during the regulatory hearing at the Committee on Infrastructure, Mobility and Housing, in the Assembly of the Republic, in Lisbon, noting that the data points to an increase in the number of houses available on the market.
The Minister said that growth in rental values slowed in the Lisbon Metropolitan Area (AML) from 5% to 1%, and in the Porto Metropolitan Area from 5% to 3%.
"The average rent asked fell, between 2024 and 2025, by 2% nationally and 1% in the AML," he pointed out.
Miguel Pinto Luz also highlighted figures from the Association of Construction and Public Works and Services Companies (AICCOPN), according to which investment in construction increased by 5.5% in 2025, reaching €28 billion.
In the same period, public works tenders launched totalled around 10 billion euros, a value that the Minister described as "unparalleled".
The Minister of Infrastructure and Housing stressed that these indicators "reflect greater confidence" in the sector: "More is being built, there are more houses to rent, and the Government is doing its part."
When questioned about state-owned properties, Miguel Pinto Luz indicated that the Government has already transferred 75 to the municipalities.
